54ate of California 0 0 Department of Health Services <br /> Memorandum r <br /> To File Date : NovemberIS , 1987 <br /> Subject : COST RECOVERY <br /> vwk1 r -"l P, ICES ACME—STOCKTON <br /> FERMI BSER GALVANIZING <br /> COMPANY <br /> From William KilgoreC)e <br /> Hazardous Materials Specialist <br /> The purpose of this memo is to (1) summarize past cost <br /> incurred by the Department and (2) outline the Department's <br /> estimated annual future cost for oversight at Acme-Stockton <br /> Galvanizing. <br /> PAST COST <br /> The past cost incurred by the Department, as documented by <br /> the Fiscal and Management Services Unit, for project <br /> oversight at Acme-Stockton Galvanizing are as follows: <br /> FY 86/87 $6,871.00 <br /> Administrative Charge $ 549.96 <br /> Grand Total $7,420.96 <br /> FUTURE COST <br /> For ease of accounting, future cost will begin as of <br /> July 1, 1987, regardless, of the actual effective date of <br /> any cost recovery stipulation. The following section <br /> documents the various assumptions that were used in <br /> estimating the future cost for Department oversight at <br /> Acme-Stockton Galvanizing. <br /> ASSUMPTIONS <br /> 1. Billing Rates for all staff were based upon figures <br /> generated by the Fiscal and Management Services Unit. <br /> Wages of the Community Relations officer were assumed to <br /> be equivalent of a Hazardous Material Specialist (HMS) . <br /> 2 . In addition to the Project Manager (PM) , cost <br /> expenditures for support staff and supervision were also <br /> estimated. Supervision by (1) a Senior Waste Management <br /> Engineer (SrWME) was assumed as one fifth of the PM's <br /> time and (2) a Supervising Waste Management Engineer <br /> (SupWME) was assumed to be one-fourth of the SrWME's <br /> time. Support to the PM was assumed to be as follows: <br /> (1) Associate Industrial Hygienist (AIH) for 6.5 hrs/mo. , <br /> (2) Associate Engineering Geologist (AEG) for 5.0 <br /> hrs/mo. , and (3) Community Relations (CR) 5.0 hrs/mo. <br />
