Randolph is the owner of the property <br /> 6 identified in section 2 . 1. 1. <br /> 7 2 . 3 SITE INVESTIGATIONS <br /> 8 2 . 3 . 1 Based on soil samples collected from the Site by McKesson <br /> 9 Environmental Services on July 7 , 1984 , the Department has <br /> 10 verified that there was an uncontrolled release of hazardous <br /> 11 substances at the Site at levels which may pose a threat to <br /> 12 human health and/or the environment on or near the Site. <br /> 13 Hazardous substances found at the Site include lead, zinc, <br /> 14 arsenic, barium, cadmium, chromium, copper, nickel, selenium, <br /> 15 vanadium and acidic soils with pH values less than 3 . Copies of <br /> 16 the sampling results from the July 7, 1984 investigation are <br /> 17 attached in Exhibits B1 through B3 . <br /> 18 2 .4 POPULATION AT RISK <br /> 19 2 .4 . 1 The Acme - Stockton Galvanizing Works is located in <br /> 20 Stockton, California.
