GROUND ZERO ANALYSIS, INC. <br /> 1714 Main Street ," <br /> Escalon, California 95320-1927 <br /> Telephone: (209)838-9888 ei <br /> Facsimile: (209)838-9883 <br /> May 28,2009 <br /> Mr. Gerald Djuth <br /> CA Regional Water Quality Control Board, <br /> Central Valley Region <br /> 11020 Sun Center Drive,#200 <br /> Rancho Cordova, CA 95670-6114 <br /> Subject: M&L Andrade& Sons Diesel Spill Site,McKinley Ave., Stockton, CA <br /> Soil Sampling Workplan <br /> Dear Mr. Djuth: <br /> On behalf of M&L Andrade & Sons, Ground Zero is writing to respond to the Regional <br /> Water Quality Control Board (RWQCB) request for a workplan to investigate the extent <br /> of contamination resulting from a diesel spill that occurred on January 23, 2007. <br /> Background <br /> On January, 23, 2007 a tractor/semi-trailer owned by M&L Andrade & Sons was struck <br /> by a Union Pacific Railroad Company (UPRR) train. The accident occurred about 350 <br /> feet north of the intersection of McKinley Ave. and Industrial Way where McKinley <br /> diagonally crosses three set of UPRR tracks (Figures 1 and 2). As a result of the collision <br /> an estimated 30 gallons of diesel fuel was spilled from the truck saddle tank. The point <br /> of the diesel release was on the southeast side of the crossing. The precise location can <br /> be identified as the fifth and sixth ties south of a "V" mark painted on the easternmost <br /> outboard rail. <br /> Based on photographs taken at the time of the incident by Mr. Raymond von Flue with <br /> the San Joaquin County Environmental Health Department(SJEHD), the area of affected <br /> soil was quite limited. The SJEHD photos show staining from the diesel spill along the <br /> ballast next to the tracks and show absorbent, which according to the case file, had been <br /> applied by UPRR personnel.
