The Report provides the results of a <br /> site inspection of a diesel spill (TPHd) that occurred on 23 January 2007 due to an accident <br /> involving a M&L Andrade and Sons (Andrade) truck and a Union Pacific Railroad (UPRR) train <br /> near McKinley Avenue and Industrial Way in Stockton. <br /> The Report recommends no further action be taken at this site because: <br /> 1. Low permeability clay soil is expected to provide a hydraulic barrier to groundwater; <br /> 2. Low amount of TPHd spilled; <br /> 3. No visible or olfactory evidence of the spill; <br /> 4. Possible biodegradation of the fuel, <br /> 5. Presence of utilities in the area. <br /> Staff acknowledge that the amount of spilled fuel would be limited by the fuel tank capacity of <br /> the truck involved in the accident. However, because of the time since the accident and <br /> activity at the site, staff do not consider lack of visible or olfactory evidence to be a dependable <br /> measure of site contamination. Also, fluvial environments are known to have highly variable <br /> soil types over short distances. Therefore, staff require soil analyses to determine whether <br /> significant amounts of TPH remain in the soil and potentially threaten ground and/or surface <br /> water, prior to determining whether further actions are needed at this site. <br /> Andrade needs to submit a work plan to collect and analyze site soil samples for TPHd. <br /> Surface water drainage patterns need to be analyzed and samples collected both upgradient <br /> and downgradient from the spill site. Samples need to be collected at multiple depths, such as <br /> at the surface and two-feet deep, to determine if TPHd has infiltrated into the subsurface. Due <br /> to the presence of underground utilities and proximity to the railroad tracks, sampling may <br /> need to be done with hand equipment and coordinated with UPRR and Underground Service <br /> Alert. <br /> California Environmental Protection Agency <br /> Cd Recycled Paper <br />
