The records <br /> confirmed the general facts of the release as stated in RWQCB and EHD correspondence <br /> but did not provide a precise location. The spill point could not be determined from <br /> photos contained in the case file. <br /> Mr. Raymond von Flue of EHD had responded to the spill at the time of occurrence and I <br /> spoke with him about meeting at the spill site so lie could identify the exact area of <br /> release. Mr. von Flue could not be present for the inspection but provided two <br /> photographs that were not in the EHD file that I could use to identify the release location. <br /> The EHD photos (attached) show staining from the diesel spill along the ballast next to <br /> the tracks and absorbent, which according to the case file, had been applied by UPRR <br /> personnel. There is a puddle of liquid visible very near the spill but Mr. von Flue <br /> confirmed that this was rainwater, not diesel. The affected area was very small, and the <br /> lack of impact to the puddle suggests that less than 30 gallons may have actually been <br /> spilled. <br /> On Tuesday, February 24t1i, 1 traveled to the accident site and identified the spill location. <br /> The weather was sunny following several days of rain including heavy rain on the 23rd <br /> G:1G ROUNDZEkANDRA DE1LeticnoRWQCB031909.doc <br />
