You submitted the Workplan in response to the 6 May <br /> 2009 Central Valley Regional Board letter requesting soil samples to determine if residual <br /> contamination (TPHd) remains in the soil at the site of a diesel spill that occurred on 23 <br /> January 2007 due to an accident involving a M&L Andrade and Sons (Andrade) truck and a <br /> Union Pacific Railroad (UPRR) train near McKinley Avenue and Industrial Way in Stockton. <br /> The Workplan proposes taking soil samples from two depths at four locations at the site of the <br /> spill. The samples will be taken at depths of 6 inches and about 3 feet immediately <br /> upgradient, downgradient and beneath the site of the spill. The fourth sample site is about <br /> 100 feet downgradient from the spill. The samples will be taken with hand auger equipment <br /> after clearance by Underground Service Alert and under right of entry by UPRR, and tested at <br /> a State certified laboratory for TPH by EPA Method 8015M and BTEX by EPA Method 8021 B. <br /> The Workplan is acceptable to Central Valley Regional Board staff. The investigation report is <br /> due 60 days after completion of the field work. Please notify this office 72 hours prior to <br /> collecting the samples in case staff should decide to be present.
