INTRODUCTION <br /> This report constitutes a Sampling and Analysis Plan for groundwater monitoring at Diamond Pet <br /> Food Processors' (DP) And Ripon Cogeneration (Cogen) Ripon facilities, 942 South Stockton <br /> Avenue, Ripon, California(Figure 1). This report fulfills requirements set forth in Standard <br /> Provisions and Reporting Requirements, April 2000,for Waste Discharge Requirements for <br /> Discharges Regulated by Title 27 and/or Subtitle D(27 CCR §20005 et seq. and 40 CFR 25 8) <br /> issued by the California Regional Water Quality Control Board, Central Valley Region <br /> (CVRWQCB). <br /> 1.1 BACKGROUND <br /> The DP/Cogen site is located next to the Stanislaus River in Ripon, California. <br /> Previously, both the paper mill and the cogeneration(cogen)plant were owned by Simpson Paper <br /> Company; now, however, the cogeneration plant is owned by A1taGas Ripon Energy Inc. The <br /> cogen plant contributes approximately 300,000 gallons of water containing approximately 1,000 <br /> mg/L TDS to DP's waste stream per day. <br /> Mill operations have been described in the Waste Discharge Requirements and other documents. <br /> Briefly, the Mill manufactured several grades of fine papers from purchased pulps. Process water <br /> was added to the pulps to make pulp slurry which is then made into paper. Effluent from this <br /> process, along with some regeneration brine from the cogen plant, was collected and discharged <br /> into a primary clarifier. Currently, only cogen brine and groundwater from PW-6 are discharged <br /> to the clarifier. <br /> Clarifier effluent is discharged into two aeration basins, in sequence (ASB-I and ASB-2). The <br /> first pond, ASB-1, is approximately 14 feet deep and is lined; the second, ASB-2, is unlined and <br /> approximately 5 feet deep. Effluent from ASB-2 is pumped to irrigation and percolation fields <br /> around the site. <br /> Other ponds on the site (labeled Ponds 1 through 4) are unlined and used only to contain excess <br /> waste water in case of a system upset or a 100-year-or-greater storm event. <br /> Inert dewatered sludge from the clarifier and aeration basins was discharged to a lined sludge <br /> disposal area with a leachate-collection system. Leachate from the sludge pond is pumped back <br /> into the clarifier. The site also contains an inactive"closed" sludge disposal unit. <br /> 1.2 CURRENT STATUS <br /> DP purchased the paper mill from Neenah Paper in October 2010 and converted the mill into a <br /> pet food manufacturing plant. The Plant became fully operational near the end of 2012. <br /> Ripon Cogen., owns the adjacent 49.5 megawatt cogeneration plant (Cogen) which produces <br /> approximately 300,000 gallons of water containing 1,000 mg/L total dissolved solids (TDS)per <br /> day. Cogen brine is discharged to DP's clarifier where it historically was blended with lower <br /> TDS mill effluent before being discharged, in sequence, into two aeration basins ASB-I and <br /> ASB-2 before being pumped to irrigation and percolation fields around the site for disposal. <br /> DP proposes using low TDS groundwater from production well PW-6 to dilute the Cogen brine to <br /> below the Water-Quality Protection Standard(WQPS) of 713 mg/L TDS established by the <br /> CVRWQCB for the semiperched aquifer in correspondence to Fox River Paper Company dated <br /> 21 August 2006. <br /> 010107.08 Task 4 Lawrence&Associates <br /> W.•I CLIENTYDiamond Pet Foods1010107.01-Groundwater Monitoring)Groundwater Monitoring1201614QAnnual 2 01 612 01 6 Sampling and <br /> Analysis Plan.docx <br />
