CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> ORDER R5-2012-0105 <br /> WASTE DISCHARGE REQUIREMENTS <br /> FOR <br /> DIAMOND PET FOOD PROCESSORS OF RIPON, LLC AND <br /> RIPON COGENERATION, LLC <br /> DIAMOND PET FOOD RIPON FACILITY <br /> SAN JOAQUIN COUNTY <br /> The California Regional Water Quality Control Board, Central Valley Region (Central Valley <br /> Water Board), finds that: <br /> On 12 July 2011, Diamond Pet Food Processors of Ripon, LLC (hereafter Diamond) <br /> submitted a Report of Waste Discharge (RWD) to apply for revised Waste Discharge <br /> Requirements (WDRs) for an industrial wastewater discharge to land. Supplemental <br /> information was received in February, May and June 2012. <br /> 2. Diamond owns and operates the pet food processing facility and the associated <br /> wastewater treatment and disposal facility. Veresen, Inc. owns Ripon Cogeneration, LLC, <br /> whose neighboring power plant has historically discharged industrial wastewater to <br /> Diamond's wastewater treatment and disposal facility. Diamond and Ripon Cogeneration, <br /> LLC are hereafter jointly referred to as "Dischargers" and are responsible for compliance <br /> with these WDRs. <br /> 3. The Diamond pet food processing plant and the associated wastewater <br /> treatment/disposal facility is located at 942 South Stockton Avenue, Ripon in San Joaquin <br /> County, in Section 29, T2S, R8E, MDB&M. The Assessor's Parcel Numbers (APNs) are <br /> 259-340-09 and 259-340-10. The facility location is shown on Attachment A, which is <br /> attached hereto and made part of this Order by reference. <br /> 4. For the purposes of this Order, the term 'Wastewater Treatment Facility" (WWTF) shall <br /> mean the wastewater collection system, the wastewater treatment system, and the land <br /> application areas (LAAs). <br /> 5. The Diamond plant was formerly a paper mill, which was owned and operated by the <br /> Neenah Paper Fox River, LLC (hereafter Neenah). The paper mill was closed in <br /> May 2009 and there has been no discharge of process wastes from the paper mill since <br /> then. However, Ripon Cogeneration, LLC has continued to discharge industrial process <br /> waste to the WWTF. In October 2010, Diamond purchased the site and has refitted the <br /> industrial paper mill plant to manufacture pet food. <br /> 6. WDRs Order 5- 01-148, adopted by the Central Valley Water Board on 14 June 2001, <br /> prescribes requirements for the Neenah Paper Fox River LLC paper mill. The Order <br /> describes an average dry weather flow limit of 60 million gallons per month and a <br /> maximum daily flow limit of 2.5 million gallons per day (mgd). The purpose of this revision <br /> is to prescribe requirements for Diamond and Ripon Cogeneration, LLC and reduce the <br /> influent flow limit to 0.29 mgd as a monthly average. Therefore, Order 5-01-148 will be <br /> rescinded and replaced with this Order. <br />
