LAWRENCE & ASSOCIATES ENGINEERING GEOLOGY CIVIL ENGINEERING GROUNDWATER HYDROLOGY 005194.00 Task 8 January 31, 2007 Mr. Todd Del Frate California Regional Water Quality Control Board Central Valley Region 11020 Sun Center Drive#200 Rancho Cordova, CA 95670-6114 Dear Mr. Del Frate: SUBJECT: COMBINED 2006 ANNUAL SUMMARY REPORT AND 4TH- QUARTER 2006 GROUNDWATER-MONITORING REPORT, FOX RIVER PAPER COMPANY, RIPON, CALIFORNIA Introduction This letter presents the combined 2006 annual summary report and the results of fourth- quarter 2006 groundwater monitoring performed by Lawrence & Associates (L&A), between October 16 and 19, 2006, at Fox River(FR) Paper Company's Ripon facility (Figure 1). The work described in this letter fulfills the monitoring requirements set forth in Waste Discharge Requirements, Order 5-01-148, dated 14 June 2001, issued by the California Regional Water Quality Control Board, Central Valley Region(CVRWQCB). Figure 2 shows all monitoring well locations and identifies their respective aquifers. A compact disk containing historical groundwater-quality data files (in Microsoft Excel) is attached. Compliance Record There have been no violations. FR is currently in a corrective action monitoring program per Waste Discharge Requirements (WDR), Order 5-01-148, dated 14 June 2001. During the past year, no changes in the paper making process or disposal of plant-process water has occurred at FR, nor has FR's effluent exceeded TDS levels set forth in their WDRs. In correspondence dated August 12, 2006,the CVRWQCB adopted new water quality protection standards (WQPS) for the aquifers underlying the FR site.
