Diamond Pet Food Processors of Ripon,LLC June 30,2011 Report of Waste Discharge Page I of 17 INTRODUCTION This document is a Report of Waste Discharge (ROWD), including an Antidegradation Analysis, for dispersal of wastewater generated from operation of Diamond Pet Food Processors of Ripon, LLC, California(Diamond Plant), Ripon, California(Figures 1 and 2). Box 156 Meta, MO 65058 (573) 229-4203 Wastewater discharge will be from manufacturing of pet foods, plus cooling-tower blowdown from the adjacent cogeneration facility. Table 1 shows the predicted wastewater and blowdown volumes. More detail on wastewater flow and characterization, and the manufacturing process, is presented in following sections of this report. Diamond assumed responsibility for site monitoring under Waste Discharge Requirements, Order 5- 01-148, dated 14 June 2001, originally issued to Neenah Paper Fox River LLC by the California Regional Water Quality Control Board, Central Valley Region (CVRWQCB) as well as the site's revised monitoring and reporting program(MRP) for Waste Discharge Requirements, Order 5-01- 148, dated September 14, 2009. SITE DESCRIPTION LOCATION AND OPERATION The Diamond Plant is located in Section 29, Township 2 South, Range 8 East, Mt. Diablo Baseline and Meridian (Figure 1). The physical address of the Diamond Plant is 942 South Stockton Avenue Ripon, California. Previously, the Plant site was operated as a paper mill.
