Mr. Pratt said that, also, State regulations require that any reten- <br /> tion ponds are to be lined or underlain with ten percent clay and pro- <br /> tected from 100 year stream flows. This site may be subject to 100 <br /> year flooding. Violations noted last Winter referred to water in <br /> corrals and manure permeating into the underlying soils; that silage <br /> pits had concrete bottoms but no lining of sides. This would permeate <br /> into soils. He said he wanted to be sure that the project complies <br /> with water quality regulations and that there is water protection. <br /> In answer to a question, Mr. Pratt said that the property is too small ' <br /> to handle that amount of waste product. He said it is recommended <br /> that a Negative Declaration not be accepted for this site. He said <br /> that if a permit is approved, he asked that it be conditioned to water <br /> quality regulations from the Water Quality Control Board. <br /> Rachel Espinoza, 18990 S. McKinley, Manteca , spoke about odor , flies <br /> and dust from the trucks coming in day and night. She asked why Mr . <br /> Ronyak was allowed to continue his operation even though he does not <br /> have a permit. She said that the Ronyak operation has been going on <br /> since 1984 . She said when she had previously complained about the <br /> operation she was told that Mr. Ronyak had a permit. She said the <br /> permit was actually for the planting of an almond orchards . She said <br /> that the soil was removed and sold; waste was brought in; and the <br /> almond orchard was never planted. Mr. Ronyak excavated the property <br /> after the permit expired. Ms . Espinoza said that the neighbors called <br /> the Local Health District several times and she, as well as others, <br /> took samples of the sludge to the Local Health District, but no one <br /> there wanted to smell it. She said she took her laundry also to the <br /> Local Health District and no one wanted to smell that either . The <br /> odor from the Ronyak operation penetrates everything. <br /> Denise Cargill, 18966 S. McKinley, said she lives right across from <br /> the subject property. She said that flies attack her children and the <br /> school bus driver will no longer pick up her children in front of her <br /> property because of the odor problem. She said this the Manteca <br /> Unified School District bus service. <br /> Pete Carpenter, 19470 S. McKinley, said that the City of Manteca <br /> cleaned up their sewer treatment plant odor problem. He said he was <br /> concerned about the speeding trucks going back and forth from that one <br /> location. This is tearing up the road from Woodward Avenue. He said <br /> his feet stuck to the ground from the stuff that is coming off the <br /> trucks . The odor is not coming from dog kennels. The trucks that go <br /> to the property down Woodward Avenue are salvage trucks from Eckards <br /> or Nestles Chocolate Company. This is hazardous to the children in <br /> the area. In answer to a question, he said he had not noticed <br /> vehicles sliding on the road because of spillage on the road. He said <br /> there is one truck about every 15 minutes . <br /> Dorothy Graham, 19020 S. McKinley, said that Mr. Ronyak has more than <br /> 75 head of cattle on the property.
