The TOS <br /> elements include changeable message signs, closed circuit television cameras, and microwave vehicle <br /> detection systems. <br /> BACKGROUND <br /> Ongoing testing by Caltrans has indicated that aerially deposited lead exists along major freeway <br /> routes due to past emissions from vehicles powered by leaded gasoline. Caltrans reports that total lead <br /> concentrations in soil adjacent to the freeways have typically ranged between 50 and 3,000 milligrams <br /> per kilogram (mg/kg). The aerially deposited lead is generally limited to the upper 0.6 meter of soil <br /> material within the unpaved shoulder and median areas. <br /> Regulatory criteria to classify a waste as California hazardous for handling and disposal purposes are <br /> contained in the California Code of Regulations (CCR), Title 22, Division 4.5, Chapter 11, Article 3, <br /> §66261.24.
