SAN J OAQU I N Environmental Health Department <br /> CC LJ N T Y------- <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> UNIVERSAL SWEEPINGS SERVICES 1 1113 SHAW RD, STOCKTON January 15, 2020 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 113 HSC 25160.2(b)(3) Failed to keep copies of consolidated manifesting receipts for three years. <br /> OBSERVATION: Copies of consolidated manifest receipts from 1/31/2019 for hazardous wastes including used oil <br /> were not found on site during the inspection. <br /> REGULATION GUIDANCE: The generator shall retain each consolidated manifest receipt for at least three years. <br /> This period of retention is extended automatically during the course of any unresolved enforcement action regarding <br /> the regulated activity or as requested by the department or a certified unified program agency. <br /> CORRECTIVE ACTION: Immediately locate a copy of all consolidated manifest receipts from 1/31/2019 and <br /> maintain them on site. Provide a copy of the consolidated manifest receipts and a corrective action statement to the <br /> San Joaquin County Environmental Health Department. <br /> This is a repeat violation, Class ll. <br /> 403 CCR 66262.34(d)(2) Failed to keep hazardous waste containers closed except when adding or removing hazardous <br /> waste. <br /> OBSERVATION: The following open hazardous waste storage containers were observed on-site: <br /> -One blue metal 55 gallon drum of used antifreeze was observed in the shop without a lid. <br /> REGULATION GUIDANCE:A container holding hazardous waste shall always be closed during transfer and <br /> storage, except when it is necessary to add or remove waste. <br /> CORRECTIVE ACTION: The violation was corrected during the inspection by putting a lid on the drum. No further <br /> action is required to correct this violation. <br /> This is a repeat violation, Class ll. <br /> 605 CCR 66262.34(f) Failed to completely label containers or portable tanks of hazardous waste. <br /> OBSERVATION: Hazardous waste containers were observed on-site with incomplete labeling. The containers <br /> were: <br /> -One blue metal 55 gallon drum of used antifreeze was observed in the shop without an accumulation start date. <br /> -One black metal 55 gallon drum of used absorbent was observed in the shop without an accumulation start date. <br /> REGULATION GUIDANCE: All hazardous waste containers shall be marked with the following information: the <br /> words"Hazardous Waste", name and address of generator, hazardous properties, physical state, composition <br /> (contents), accumulation start date <br /> CORRECTIVE ACTION: The violation was corrected during the inspection by adding the accumulation start dates. <br /> No further action is required to correct this violation. <br /> This is a repeat violation, Class ll. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> FA0003565 PR0513897 SCO01 01/15/2020 <br /> EHD 22-01 Rev.9/20/2019 Page 4 of 5 Small Quantity Hazardous Waste Generator OIR <br /> 1868 E.
