Received call from Chief Battalion Officer Ron Penix of Lodi Fire. He reported a diesel spill <br /> 2:20 pm from a big rig accident on 4-7-11 at 1:37 am. He said his crew did not report the spill to him <br /> until today. He said the spill is on Central California Traction railroad property. I responded <br /> to the incident and photographed the 10 x 10 feet spill area. Diesel stained the ground <br /> and diesel odor was evident. GB <br /> I spoke with Dave Buccolo, General Manager of Central California Traction (CCTC) at 466- <br /> 6927. He said his company personnel found the spill and removed 40 gallons of free <br /> product diesel from the spill area and transported it to the company yard on Cherokee <br /> Road in Lodi. He said the diesel will be hauled away by a hazardous waste hauler. I asked <br /> Dave to cover the spill area with plastic until it is cleaned up. He agreed to cover the spill <br /> tonight. He plans to excavate the contaminated soil on Monday and store it in 55-gallon <br /> drums until it is profiled. The drums will be stored at the spill site. I asked Dave to call me <br /> when the soil is being excavated. He agreed. GB <br /> 4-1 1-1 1, Onsite with Keith Woodburne of TRC and Jerry Martinez of CCTC. Jerry excavated the <br /> 10:30 am contaminated soil and staged it on plastic onsite. The stockpile was 15 feet long x 10 feet <br /> wide x 5 feet high and was covered with plastic. Keith took three confirmation samples <br /> from the bottom of the excavation and four samples from the stockpile. The stockpile <br /> samples will be composited. I told Keith that I need to receive the analytical results and the <br /> disposal bill of lading or manifest for the soil. Left the site at 11:50 am. Printed the photos of <br /> today's inspection and filed. Also completed the Prop. 65 notification. GB <br /> 4-15-11, Onsite with Keith Woodburne of TRC and Jerry Martinez of CCTC. The west side <br /> 9 am confirmation sample taken 4-11-1 1 found 20,000 mg/kg diesel and more excavation is <br /> being done today. Keith took another confirmation sample on the west side of the hole <br /> after removing more stained soil from the excavation. Keith said the excavated soil is being <br /> disposed oof at Forward Landfill and he will send me the /manifest.
