REHS <br /> Fax: (209) 464-0138 <br /> NOTICE TO ABATE IMMEDIATELY <br /> June 13, 2011 Sent Certified Mail <br /> Dave Buccolo, General Manager <br /> Central California Traction Company <br /> 2201 W Washington Street, #12 <br /> Stockton, CA 95203 <br /> SUBJECT: (Unauthorized Disposal of Waste at 3055 Guild Ave, Lodi, CA <br /> (APN 04931004)Complaint ID: C00033414 <br /> The San Joaquin County Environmental Health Department (EHD) was notified on April 8, 2011 that a <br /> truck accident caused a diesel spill on the above property. Keith Woodburne of TRC organized excavation <br /> of the contaminated soil and took confirmation soil samples. A confirmation sample taken April 15, 2011 <br /> found 790 mg/kg diesel range organics remaining at the site. No further cleanup has taken place at the <br /> spill site to remove the remaining soil contamination. <br /> Violation: Please be advised that disposal of hazardous waste at an unauthorized point is a <br /> violation of Health and Safety Code§25189.5. <br /> Corrective Action: Since the unauthorized disposal was not abated as part of emergency response <br /> actions,the EHD is referring the oversight of the investigation and cleanup to the Department of <br /> Toxic Substances Control(DTSC)Voluntary Cleanup Program and the Central Valley Regional <br /> Water Quality Control Board(CVRWQCB) Site Assessment& Cleanup Program. Please contact <br /> Duncan Austin of CVRWQCB at(916)464-4712 or Steven Becker of DTSC at(916)255-3586 to <br /> determine proper oversight. <br /> A"Notification of Hazardous Waste Discharge"report was filed on April 11, 2011 with the DTSC and the <br /> CVRWQCB pursuant to Health and Safety Code §25180.7.
