Main Street <br /> Stockton, California 95202-3029 <br /> SITE: CCT- LODI AVENUE RIGHT-OF-WAY <br /> LODI, CALIFORNIA <br /> RE: SPILL REPOSNE ACTIONS REPORT <br /> Dear Mr. Backus: <br /> The enclosed report presents the results of spill response actions completed to address a <br /> release of diesel fuel from a ruptured saddle tank of truck on the California Central <br /> Traction Company(CCT) right-of-way(ROW) at the intersection of Lodi and Guild <br /> Avenues in Lodi, California(Figure 1, Photograph 1). The spill was the result of a release <br /> from a saddle tank on a semi truck that was ruptured during an accident that occurred in <br /> the early hours of April 7, 2011. <br /> The scope of work completed as part of the spill response actions included: <br /> • Oversight during spill response actions <br /> • Confirmation and excavation stockpile soil sampling and analysis <br /> • Coordination with waste hauler and landfill to arrange <br /> transportation and disposal of the stockpiled soils <br /> • Onsite discussions with San Joaquin County Environmental <br /> Health Department(SJCEHD) inspector during initial response <br /> actions and follow sampling and stockpile removal actions <br /> • Photo-documentation(Appendix A)and preparation of a letter <br /> report summarizing the spill response actions. <br /> Late on Friday,April 7, 2011, a semi truck crashed through a corner of the fence <br /> separating the Lodi Cemetery and the CCT railroad right-of-way(ROW) near the <br /> intersection of Lodi Avenue and Guild Avenue and adjacent to the railroad crossing at <br /> Guild Avenue. The truck came to rest on the ROW, approximately 30 feet north of the <br /> tracks and adjacent to the cemetery fence line. This accident was non-railroad related <br /> and the solo vehicle ended up on railroad property. <br />
