Spill Response Actions Report <br /> California Central Traction Company, Lodi Avenue Right-of-Way,Lodi,CA <br /> May 5,2011 <br /> Page 3 <br /> A final confirmation sample(CS-4)was collected at that location and analyzed for TEPH-diesel. <br /> The TEPH-diesel concentration reported in CS-4 was 790 mg/kg,significantly less than the <br /> 20,000 mg/kg result from the sample collected 1.5 feet above. The two order of magnitude <br /> reduction in the TEPH-diesel result over approximately 1.5 feet in depth would indicate fuel <br /> impacts do not extend much beyond the total depth of excavation and would support a lower <br /> estimate for the total volume of fuel spilled from the ruptured tank. <br /> Following over-excavation activities completed on Friday morning, Environmental Logistics, <br /> Inc. mobilized two roll-off bins to the site to handle transportation of the impacted soils to the <br /> designated disposal facility(Photograph 8). Using a bobcat and excavator,CCT personnel <br /> loaded the stockpiled soils into the roll-off bins (Photographs 9&1o). The bins were then <br /> transported by Environmental Logistics to Forward landfill in Manteca, California as non- <br /> hazardous solid waste. A total of 57,76o pounds of soil impacted with diesel fuel was removed <br /> from the spill location. Copies of the manifests are included in Appendix C. The stockpile area <br /> was restored(Photograph 11)and the excavation was backfilled with clean ballast obtained from <br /> adjoining areas along the right-of-way outside the spill area(Photograph 12). <br /> During the spill response actions, Garrett Backus,and inspector with the San Joaquin County <br /> Environmental Health Department(SJCEHD)was onsite to observe the removal actions and to <br /> speak with the TRC representative onsite. The SJCEHD inspector was onsite during the initial <br /> response actions on Monday and then on Friday during the over-excavation activities.
