We received a letter from Public Works expressing some
concerns . Based upon the concerns raised by Public Works and the
concerns of the Local Health District, we recommend the following
r minimum conditions be implemented if they are not addressed by the
State.
1`. Contaminated soil4 subject to treatment shall be analyzed,
reviewed and approved by the San Joaquin Local Health District
prior to and after treatment. Contaminated soils shall be
restricted to soils impacted with:
a. Unleaded gas
b. Diesel
C. Unused motor oil
The above restriction shall be enforced until such time as the
State Department of Health Services , Toxic Substance Control
Division issues a permit expanding the type of contaminated
soil that can be treated at the facility. ( See attached State
letter ) .
2 . Submit a ground water monitoring program proposal to the San
.Joaquin Local Health District for review, permitting and approval .
3 . Closure plans shall be submitted to the San Joaquin Local Health
District for approval a minimum of 180 days prior to closure.
4 . No contaminated soils shall be received at the site until all
required State and local permits are obtained and the Use Permit
conditions are met.
5 . The operation shall not create a public nuisance .
6 . Application must be made to the San Joaquin County Air Pollution
Control District for the necessary air pollution permits .
The San Joaquin Local Health District requests that these minimum
recommendations be implemented only if the State permits fail to
address the above issues .
