We received a letter from Public Works expressing some <br /> concerns. Based upon the concerns raised by Public Works and the <br /> concerns of the Local Health District, we recommend the following <br /> minimum conditions be implemented if they are not addressed by the <br /> State. <br /> a. The applicant shall confirm with the Department of Health Services <br /> (DHS) , State of California, if a permit would be required for a <br /> hazardous waste facility or if a variance from permit requirements <br /> would be allowed by DHS. <br /> b- Contaminated soils subject to treatment shall be sampled using <br /> EPA-SW846 methods, analyzed, reviewed, and approved by the San <br /> Joaquin Local Health District prior to and after treatment. Con- <br /> taminated soils shall be restricted to soils impacted with un- <br /> leased gas, diesel, and unused motor oil. <br /> C. The above restriction shall be enforced until such time as the <br /> State Department of Health Services, Toxic Substance Control <br /> Division, issues a permit expanding the type of contaminated soil <br /> that ,can be treated at the facility (see attached State letter ) . <br /> d. Submit a ground water monitoringpro' <br /> Joaquin Local Health District forxe�view,am proposal to the San <br /> , permitting, and approval . <br /> e. Closure plans shall be approved by the San Joaquin Local Health <br /> District prior to starting phase II of the project. <br /> f . No contaminated soils shall be received at the site until all <br /> required State and local permits are obtained and the Use Permit <br /> conditions are met after completion of Phase I of the project. <br />
