SUBMITTAL OF COVER DETAILS FOR TREATMENT <br /> SLAB COVER DURING WINTER OPERATION (NOVEMBER 15th TO APRIL 1st). <br /> Greetings: <br /> During the past three months, Terra Genesis, Inc. staff and engineers <br /> have experienced on-going frustration in attempting to work with your <br /> staff. On March 10, 1988, Terra Genesis, Inc. received a conditional <br /> use permit to treat hydrocarbon petroleum-laden soil at a site in San <br /> Joaquin County. One of the conditions of the Use Permit required a drainage <br /> plan acceptable to the San Joaquin Public Works Department. After three <br /> and a half months, four formal meetings, numerous site designs and revisions <br /> and comments by your staff, I was informed that the San Joaquin Public <br /> Works Department cannot decide upon a recommendation. Furthermore, the <br /> Department is awaiting a decision from the San Joaquin Local Health District <br /> and will then most likely concur with that District' s decision. <br /> To my knowledge, the Health District retains no engineer capable of making <br /> an engineering design evaluation, which is why I suspect that the Public <br /> Works is being involved with this review. <br /> I went to San Joaquin Local Health District to determine the status of <br /> that agency' s review, and was told the following: <br /> 1. The Terra Genesis drainage plan had not been assigned to anyone <br /> as yet. <br /> 2. It was the Hazardous Waste Section' s position that it may not <br /> be assigned or considered by the Local Health District because <br /> the drainage issue was raised by Public Works and was thereby <br /> that agency' s responsibility. <br /> Terra Genesis, Inc. needs action on this problem as it is costing both <br /> our firm and the people of San Joaquin County large sums of money for <br /> each month this Use Permit is held in abeyance for no valid reason.
