It was my original concept <br /> that the perimeter apron around the concrete treatment slab be <br /> in place prior to any treatment operations . I do not have any <br /> real problems with utilizing the first treated batch (300 cubic <br /> yards) for on-site fill for roadways . However, to conduct opera- <br /> tions without the safety apron would be contrary to the conditions <br /> of approval.
