Landfill - Acceptance of Asbestos. <br /> Dear Mr. Valinoti: <br /> The biological processing/treatment of petroleum contaminated <br /> soils by Terra Genesis Corp. and the acceptance of asbestos by <br /> Forward Inc. was discussed in a meeting between Jess Adams of <br /> Board Staff and Al Olsen and Alan Biedermann of District Staff on <br /> February 26, 1988. We offer the following comments for LEA <br /> guidance. <br /> Terra Genesis Corp. : <br /> It is our understanding that Terra Genesis intends to begin <br /> processing approximately 500 cubic yards of soils contaminated <br /> with less than 500ppm of diesel oil . We also understand that the <br /> soil loads may not require manifesting as hazardous wastes at the <br /> stated levels of contamination. If the loads of soil are not <br /> considered hazardous by either the California Department of <br /> Health Services, Toxic Substances Control Division (DHS-TSCD) or <br /> the Regional Water Quality Control Board (RVIQCB) , they could be <br /> accepted at any Class III landfill . If the product of the <br /> proposed treatment process is also determined to be non-hazardous <br /> then the disposition of that product would be governed by <br /> applicable State Minimum Standards and local requirements. <br /> If any loads of contaminated soil require manifesting or are <br /> otherwise considered "hazardous" by DHS-TSCD or the RWQCB then <br /> the transport and processing/treatment of the soils would be <br /> governed by those agencies. If the soils are approved by the <br /> RWQCB as acceptable for placement at class III landfills after <br /> processing, they could also be considered suitable for cover <br /> material by the CWMB. <br />
