Box 3047
Modesto, CA 95353
Dear Mr. Means:
RESPONSE TO DECEMBER 16, 1967 LETTER
The Department of Health Services (DHS) has received and reviewed
your letter of December 16 , 1987 , and the accompanying analytical
laboratory report. Because of the low level of contamination,
DHS will not regulate the transportation and treatment of the
contaminated soil in question. However, this does not relieve
Terra Genesis from the responsibility to comply with all other
applicable laws and regulations. Specifically, you must comply
with the requirements of the Central Valley Regional Water
Quality Control Board, the San Joaquin Local Health District, the
San Joaquin Air Pollution Control District, and all other
concerned agencies.
This letter only refers to the waste described in your December
16, 1987 letter. Prior to accepting additional waste at your
facility you are required to obtain a Research Development and
Demonstration (RD&D) permit to demonstrate the effectiveness of
your treatment process. After demonstrating that your process is
effective in treating soil contaminated with hydrocarbons, you
will be required to obtain a hazardous waste treatment facility
permit.
CNIRON'+E``A HEALTH
F ERtlll/EpVICES
