REVISED CLEANUP AND ABATEMENT ORDER NO. 5-01-703 -6- <br /> CITY <br /> 6- <br /> CITY OF RIVERBANK WASTEWATER TREATMENT PLANT <br /> STANISLAUS COUNTY <br /> f. The Discharger considered a connection ban on all new development. <br /> During the inspection, staff observed that (with the exception of the Winter Aeration Cell), the <br /> freeboard in all ponds was significantly less than the required two feet. There was seepage at the <br /> toe and saturation at the crest of the northern berm,but no overt evidence of impending <br /> catastrophic failure. The western berm was also saturated and showed evidence of recent <br /> temporary leak repairs. Due to the oversteepened exterior and interior slopes and sandy material <br /> used in berm construction,this berm appeared vulnerable to sudden failure due to piping,wave <br /> erosion, and/or animal burrows. The Winter Aeration Cell, which has very little storage capacity, <br /> was being drained in preparation for the headworks retrofit project. <br /> 24. Based on the facts presented above, the Executive Officer issued Cleanup and Abatement(C&A) <br /> Order No. 5-01-073 to the Discharger on 4 April 2001. The C&A Order required the Discharger <br /> to complete the following tasks by specified due dates: <br /> a. Submit a Contingency Plan describing interim measures necessary to prevent unauthorized <br /> discharges until all permanent improvements and retrofitting are complete. <br /> b. Contain seepage from the Winter Aeration Cell and Summer Pond 1 and ensure that the waste <br /> is returned to the treatment plant and submit a report describing the actions taken to comply <br /> with this requirement. <br /> c. Submit a Cleanup and Abatement Order Status Report that describes the Discharger's progress <br /> in completing each cleanup and abatement measure required by this Order. <br /> d. Implement the Contingency Plan and submit a technical report describing the actions taken to <br /> comply this requirement. <br /> e. Complete a subsurface investigation of the northern berm of the Summer Aeration Cell and <br /> Summer Pond 1 and perform a slope stability analysis. Submit a geotechnical engineer's <br /> report specifying the specific problems identified and recommended method(s) of retrofit or <br /> operational modification. <br /> f Complete permanent repairs to the western berm of Summer Ponds 2 and 3 to prevent seepage <br /> and/or failure, and submit a technical report describing the actions taken to comply with this <br /> requirement. <br /> g. Complete discing/ripping of all ponds and submit a report providing the results of percolation <br /> tests for each pond to determine the actual percolation rate. <br /> h. Complete the headworks reconstruction and submit a technical report describing the actions <br /> taken to comply with this requirement. <br /> i. Complete the Winter Aeration Cell rehabilitation project described in Finding No. 8 and <br /> submit a technical report describing the actions taken to comply with this requirement. <br /> j. Complete the storm drain segregation project described in Finding No. 9 and submit a technical <br /> report describing the actions taken to comply with this requirement. <br /> k. Submit a revised Water Balance and Disposal Capacity Calculation Report that calculates the <br /> current disposal capacity of the wastewater treatment plant. <br /> 25. The Discharger completed the above tasks in a timely fashion, and all reports were adequate. <br />
