Direct precipitation and runoff contributions, using the 100-year annual total precipitation <br /> distributed monthly in accordance with historical mean monthly precipitation data. <br /> f. Evaporation (based on 80% of established pan evaporation rates for the vicinity). <br /> g. A continuous minimum freeboard of two feet in each pond. <br /> The water balance shall be supported by documentation showing the source of all climactic and <br /> operations data used. If the water balance shows that additional permanent storage is needed, the <br /> report shall include a preliminary(conceptual)design for the additional permanent storage <br /> facilities and a detailed schedule for engineering design, permitting and construction. <br /> 12. By 30 April 2002, the Discharger shall complete discing/ripping of the Winter 1, 2, 3, and 4 <br /> percolation ponds and shall submit a report providing the results of percolation tests for each pond <br /> to determine the actual percolation rate. The percolation rate shall be determined using the <br /> American Society for Testing and Materials (ASTM) Standard Test Method D 5093-90, D 3385- <br /> 94, or other method approved by the Executive Officer. A minimum of one site per pond shall be <br /> tested. <br /> 13. By 30 June 2002, the Discharger shall submit a second revised Water Balance and Disposal <br /> Capacity Calculation Report that calculates the current disposal capacity of the wastewater <br /> treatment plant. The calculation shall be performed in accordance with Paragraph 11 and shall <br /> include the long-term percolation values for the winter ponds based on testing conducted to <br /> comply with Paragraph 12 above. <br /> 14. By 30 August 2002, the Discharger shall complete permanent repair of the northern berm of the <br /> Winter Aeration Cell and Summer 1 Pond in accordance with the recommendations of a <br /> California-registered Geotechnical Engineer, and shall submit a technical report describing the <br /> actions taken to comply with this requirement. <br /> 15. By 30 August 2002, the Discharger shall submit a Report of Waste Discharge(RWD) to apply for <br /> revised Waste Discharge Requirements for the proposed permanent facility expansion. The RWD <br /> shall be accompanied by a draft CEQA document for the expansion and a proposed schedule for <br /> certification of that document. <br /> 16. By 30 October 2003, the Discharger shall certify that the plant expansion has been completed and <br /> that all capacity-related problems have been fully resolved. <br /> In addition to the above, the City of Riverbank shall comply with all applicable provisions of the <br /> California Water Code that are not specifically referred to in this Order. As required by the California <br /> Business and Professions Code Sections 6735, 7835, and 7835.1, all reports shall be prepared by, or <br /> under the supervision of, a registered professional engineer and signed by the registered professional. <br /> If, in the opinion of the Executive Officer, the City of Riverbank fails to comply with the provisions of <br /> this Order, the Executive Officer may refer this matter to the Attorney General for judicial enforcement <br /> or may issue a complaint for administrative civil liability. <br />
