We understand that the City <br /> completed some plant improvements this year, is in the process of completing additional plant <br /> and conveyance system improvements, and plans other improvements in the near future. City <br /> staff and their consultant expressed confidence that the plant has adequate treatment and disposal <br /> capacity, and that the recent treatment system improvements will prevent odor problems next <br /> year. It is important that the City complete the planned improvements and additional studies in a <br /> timely fashion, and we would like to be kept informed of your progress. <br /> Sections 13267 and 13268 of the California Water Code allows the Regional Board to require a <br /> discharger to submit appropriate technical or monitoring reports, and to subject the discharger to <br /> civil liability(a fine) for failure to submit such reports. In order to ensure that the District will, in <br /> a timely fashion, complete all work necessary to ensure consistent compliance with the WDRs <br /> and complete any repairs or upgrades necessary to prevent surface water releases,the District is <br /> hereby directed to submit the following reports. This request is made pursuant to Section 13267 <br /> of the California Water Code. <br /> Beginning with the October 2000 monitoring period and continuing until further notice, <br /> each monthly facility monitoring report shall include a narrative description of the current status <br /> of the following projects: <br /> 1. Storm drain segregation; <br /> 2. The plant upgrade and expansion project(SRF Loan No. C-06-4521-110); <br /> 3. Percolation pond ripping; <br /> 4. Lift station back-up power systems; <br /> 5. Lift station telemetry systems; and <br /> 6. Implementation of all nine recommendations presented in the September 2000 <br /> Pretreatment Program Assessment Report. <br /> By 15 November 2000,the City of Riverbank shall submit a Pond Berm Evaluation Report. The <br /> report shall be prepared under the direct supervision of a registered civil engineer or engineering <br /> geologist and shall bear his or her seal. It shall include the results of a comprehensive field <br /> inspection of all pond berms and shall identify: <br /> 1. Each problem or potential problem observed; <br /> 2. The nature and extent of the problem(with annotated site plans where appropriate); <br /> 3. Recommended repair measures; <br /> 4. Recommendations for preventative maintenance; <br /> 5. A recommended schedule for repairs and preventive maintenance; <br /> 6. Recommendations for frequency of future inspections. <br /> The report shall also specify a recommended protocol for repairing damage caused by burrowing <br /> rodents to prevent future berm failures. <br />
