Mr. Randall Dodd • - 2 - • 18 October 2000
City of Riverbank
Staff also discussed our concerns about the recent pattern of violations related to odors,pond
freeboard, lift station overflows and headworks overflows. We understand that the City
completed some plant improvements this year, is in the process of completing additional plant
and conveyance system improvements, and plans other improvements in the near future. City
staff and their consultant expressed confidence that the plant has adequate treatment and disposal
capacity, and that the recent treatment system improvements will prevent odor problems next
year. It is important that the City complete the planned improvements and additional studies in a
timely fashion, and we would like to be kept informed of your progress.
Sections 13267 and 13268 of the California Water Code allows the Regional Board to require a
discharger to submit appropriate technical or monitoring reports, and to subject the discharger to
civil liability(a fine) for failure to submit such reports. In order to ensure that the District will, in
a timely fashion, complete all work necessary to ensure consistent compliance with the WDRs
and complete any repairs or upgrades necessary to prevent surface water releases,the District is
hereby directed to submit the following reports. This request is made pursuant to Section 13267
of the California Water Code.
Beginning with the October 2000 monitoring period and continuing until further notice,
each monthly facility monitoring report shall include a narrative description of the current status
of the following projects:
1. Storm drain segregation;
2. The plant upgrade and expansion project(SRF Loan No. C-06-4521-110);
3. Percolation pond ripping;
4. Lift station back-up power systems;
5. Lift station telemetry systems; and
6. Implementation of all nine recommendations presented in the September 2000
Pretreatment Program Assessment Report.
By 15 November 2000,the City of Riverbank shall submit a Pond Berm Evaluation Report. The
report shall be prepared under the direct supervision of a registered civil engineer or engineering
geologist and shall bear his or her seal. It shall include the results of a comprehensive field
inspection of all pond berms and shall identify:
1. Each problem or potential problem observed;
2. The nature and extent of the problem(with annotated site plans where appropriate);
3. Recommended repair measures;
4. Recommendations for preventative maintenance;
5. A recommended schedule for repairs and preventive maintenance;
6. Recommendations for frequency of future inspections.
The report shall also specify a recommended protocol for repairing damage caused by burrowing
rodents to prevent future berm failures.
