- -- - - - <br /> . # �� KLEINfELDER <br /> 5 DTSC SITE INSPECTION <br /> Mr. Rada Chanmugathas and Kian Soleiman of DTSC, Ms Sandra Baker and Douglas <br /> Baker of Delta Plating and Mr. John Jackson of the SJC/EHD were present for site <br /> inspection activities on May 20, 2004. The following site conditions and findings are <br /> summarized below and documented in a "Phase I Environmental Assessment Checklist <br /> Verification Inspection; Delta Plating Inc., Stockton, California 95206 EPA ID Number <br /> CAD068845254." <br /> 5.1. GENERAL INFORMATION <br /> The site includes "several rooms' on approximately 0.56 acres and according to the <br /> DTSC, "the nearest residential area is near a cross street west of the facility." <br /> Kleinfelder also noted residential areas south of the site. The primary activities were <br /> reported as repairing and chrome plating car bumpers. Mr. Baker commented that <br /> some portion of the wastewater was recycled, although DTSC noted a recycling <br /> exemption was not filed with the local health department. All wastes generated were <br /> reportedly pumped to the treatment system behind the plating room to the north and <br /> finally discharged into the sanitary sewer. On November 18, 1993 the facility was cited <br /> for illegal disposal of plating bath solution onto the ground surface by the county. "A <br /> sample was collected and the result indicated elevated nickel and copper levels." Mr. <br /> Jackson from the county was contacted in August of 2005 and indicated that the <br /> sample was collected from a waste stream. In July of 2003 the facility requested <br /> permission from DTSC to treat cyanide. The local health department had an <br /> enforcement case against the facility and the facility stopped treatment of cyanide. <br /> On May 20 of 2004 DTSC noted two AOC including the Plating Room and Treatment <br /> Plant Area. The inspector 'observed several cracks on the floor with standing liquids <br /> from plating bath in the bermed area and second area of concern was in the <br /> wastewater treatment area which I observed stain and cracks on the floor." The DTSC <br /> document also noted a third AOC noted on May 19, 2004, which included a storm drain. <br /> This document stated that according to Mr. Baker, `The storm drain area has been <br /> cleaned, checked and covered under the oversight of the CUPA" (health department). <br /> Waste streams being generated or treated were summarized as the following: <br /> • Aqueous waste with Metals — pH adjustment, neutralization, precipitation, <br /> flocculation <br /> • Special waste / sludge containing metals —filter press <br /> • Aqueous waste — hexavalent chromium — reduction <br /> 57252.T02/ST05R999/DH:ly Page 10 of 29 <br /> ©2005 Kleinfelder, Inc.
