The Site consists <br /> of an office building; truck wash facility; fuel dispenser area; and one 12,000-gallon diesel <br /> aboveground storage tank (AGT). The Site is paved with asphalt and concrete and a canopy <br /> covers the truck wash and dispenser areas. <br /> In 2009, Idealease discovered soil and groundwater contamination during removal and <br /> replacement of concrete near the fueling islands. Idealease conducted several soil and <br /> groundwater investigations and excavated about 260 tons contaminated soil from the fueling <br /> islands and south of the truck was area. Subsequent groundwater monitoring indicated that <br /> impacts to groundwater were limited in extent and that petroleum hydrocarbons in groundwater <br /> would attenuate in a reasonable time frame. As a result, the remaining constituents associated <br /> with the petroleum release that occurred at the Site are unlikely to pose a threat to human <br /> health or the waters of the State. <br /> On 1 June 2015, Idealease sent a fact sheet to nearby property owners and interested parties <br /> notifying them of the potential Site closure. The comment period ended on 1 August 2015 and <br /> Central Valley Water Board staff did not receive any comments. Based on our review of the <br /> Site data, it appears the Site may be eligible for no further action. Prior to the issuance of a No <br /> Further Action Required (NFAR) letter, the four site-related monitoring wells need to be <br /> destroyed in accordance with California Water Well Standards. To complete the closure review <br /> process, please submit a report documenting the completion of the following tasks: <br /> 1. The proper destruction of the Site's groundwater monitoring wells. The San Joaquin <br /> County Environmental Health Department (SJEHD) maintains jurisdictional authority for <br /> well destruction; therefore, you should contact the SJEHD to obtain all applicable <br /> permits and clearances required to properly destroy all Site wells and are to comply with <br /> all applicable directives. <br /> 2.
