Mr. Mark Buller - 2 - 7 November 2014
Idealease Stockton
consider drilling additional soil borings to define the extent of the contamination in
Area A.
3. Idealease collected floor samples from the two excavation areas in 2010 and TPHd
concentrations in two samples exceeded the ESLs (EXC.A-F1 and EXC.B-F2). Floor
samples were collected at six and eight feet logs and it is unclear whether the vertical
extent of the soil contamination is defined. Idealease should drill one soil boring near
the elevated floor sample location of each excavation area and collect soil samples at
the previous soil sample depth and deeper to define the vertical extent of contamination
that exceeds direct contact limits for unrestricted use at the Site.
4. Central Valley Water Board staff may request that a deed covenant be filed for the area
of remaining soil concentrations that that exceeds direct contact limits for unrestricted
use. Idealease may choose to excavate the remaining soil mass and close the Site with
unrestricted use (no deed covenant).
5. Effective 13 October 2014, Central Valley Water Board will no longer accept paper copy
submittals. Idealease needs to continue to submit electronic documents to GeoTracker
by the deadline. If you need additional assistance with GeoTracker you may call the
help desk at (916) 341-5791 or log on to the State Water Board's GeoTracker website at
http://geotracker.waterboards ca.00v , and click on the Electronic submittal of
information.
In summary, Central Valley Water Board staff concurs with the installation of three soil borings
with a potential for a fourth boring to define the southern extent of soil contamination at the Site.
Idealease should consider drilling additional borings to define the vertical extent of the
contamination in Areas A and B and additional lateral definition of the eastern extent of
contamination at Area A. By 31 December 2014, Idealease needs to drill the soil borings,
collect and analyze the soil samples, and submit a report of findings.
If you have any questions, you may contact me by phone at (916)464-4819 or email me at
kshelton waterboards.ca.aov.
KRISTI SHELTON, P.E.
Water Resources Control Engineer
Aboveground Tanks Cleanup Unit
cc: San Joaquin County Environmental Health Division, Stockton
Mr. Brian Millman, Advanced GeoEnvironmental, Stockton
