Kirk Larson, PG, and Robert Trommer, CHG <br /> State Water Resources Control Board <br /> Division of Financial Assistance <br /> 1001 1 Street <br /> Sacramento CA 95814 <br /> Subject: 15634 Steinegul Road E, Escalon, CA <br /> Annual Five-Year Review Update Recommendations August 2010 <br /> The San Joaquin County Environmental Health Department (EHD) has received and reviewed <br /> the annual five-year review update letter dated 9 September 2010 from Kirk Larson of the State <br /> Water Quality Control Board (SWQCB) Cleanup Fund (CUF) for the above-referenced site. The <br /> CUF concurred with the EHD that the Responsible Party (RP) should implement a groundwater <br /> technology that will achieve Water Quality Objectives more rapidly. <br /> By letter dated 23 September 2010, the EHD directed the Responsible Party to submit an <br /> analysis of possible causes of generation of permanganate during an insitu chemical oxidation <br /> (ISCO) bench scale test, calculations of the contaminant mass that would need to be addressed <br /> through ISCO, and a more detailed evaluation of other remedial technologies.
