k I. INTRODUCTION BACKGROUND AND UNDERSTANDING The County of San Joaquin Department of Public Works is seeking the assistance of a .waste management consultant with extensive experience in l (1) installing and sampling water and gas monitoring wells. (2) per- forming Calderon testing, and (3) evaluating methane recovery potential at the Harney Lane Sanitary Landfill . The Harney Lane Sanitary Landfill i 1/2 mile west of the is located south of Harney Lane, approximately intersection of� Narney Lane and Tully Road in San Joaquin County, Cali- fornia. Approximately 112 acres of the 127-acre site are being utilized for landfilling. In our previous submittal , EMCON Associates estab- lished its qualifications to assist the County in this effort and was ` selected to submit a proposal . The goals of work effort described in this proposal are to (1) locate and: install! the four ground-water monitoring wells and perform the first round of sampling and laboratory analysis of the installed wells and five nearby domestic water wells, (2) install 10 gas monitor- ing probes and conduct the first round of sampling and analysis for the presence of gas in the probes, (3) conduct Calderon air testing of the , k site and prepare an Air Solid Waste Assessment Report, and (4) analyze the potential for methane recovery and prepare a report of the findings. { I PROPOSAL ORGANIZATION a EMCON' s proposal is organized generally in accordance with the scope of services described in the County's RFP of October 15, 1986. The detailed Scope of Work presented in Section II is followed by a description of the management approach that will be used to perform the described work tasks. Key members of the EMCON team whose skill and experience are especially appropriate to the project are introduced in I Section IiI.
