CUF#: 015211 <br /> San Joaquin County Environmental Health Department (EHD) has reviewed Free <br /> Product Discovery and Proposed Actions dated February 18, 2004 and Ground Water <br /> Monitoring and Remedial Status Report— First Quarter 2004 as submitted by your <br /> consultant, GEOCON, on February 23, 2004 and has the following comments. <br /> Due to measurable free product (weathered gasoline) in onsite MW-3, GEOCON has <br /> proposed to continue to monitor and remove the product. Additionally, the proposal <br /> included instituting methods to define locations of possible unknown underground <br /> storage tank (USTs) remaining onsite that may be contributing to the additional <br /> contamination. <br /> EHD concurs that the free product should be monitored and removed. EHD also <br /> concurs that a search to locate any additional USTs remaining on site be conducted. <br /> Based on specific site details and a history related to EHD from neighbors, the search <br /> for any USTs should also include areas next to, and north of the store to the end of the <br /> property, and not just under the asphalt areas in front of the market. <br /> EHD never received the tank tracking records from the UST removal in 1991. <br /> Subsequent meetings with the EHD UST Unit and the former owners of the property <br /> required these papers to be submitted. As of this date, the tracking records were never <br /> submitted and the disposition of the removed USTs is still unresolved. Please provide <br /> verification that the USTs removed in 1991 were properly disposed of and not <br /> reinstalled someplace else on site as has been speculated. <br /> As noted in the recently submitted Quarterly Monitoring Report (QMR), the Ranch <br /> Market drinking water well, DW-1, has been sampled on a monthly basis and has had <br /> very low to mostly non-detect concentrations of petroleum since January 1998. Due to <br /> the `non-potable' status of this well (excessive concentration of nitrates), the planned <br /> destruction of this well during the first quarter-2004, and a history of very low to non- <br /> detect levels of petroleum, EHD will not require continued ground water sampling and <br /> analyses for petroleum or nitrates from this well. <br />
