RON:000436
Riverbank,CA,95367.
San Joaquin CountyPublic Health Services,Environmental Health Division(PHS-EHD) has received a copy of a letter
from the State Water Resources Control Board Clean Up Fund(CUF) stating that reimbursement for the costs of
supplying bottled drinking water to the Pantoja residence,as directed byPIS-EHD on September 14,2000,has been
dented. The PHS-EHD September 14,2000,directive to supply bottled water to the Pantoja residence remains
t in effect until a water supply that meets drinking water standards is provided to them. Please be advised that
although the CUF has denied your request for pre-approval of the costs of providing bottled water to the
Pantoja residence, you can request reimbursement forthese costs. If the CUF denies reimbursement of these
costs,you can appeal that decision
PHS/EHD also received a copy of a letter dated September 25,2000,from the Central Valley Regional Water Quality
Control Board(CVRWQB)stating they were suspending the requirements to install a permanent water supplywell and
properly destroy DW-2 (Pantoja well),until permanent water supply replacement alternatives have been evaluated.
As a temporary solution to supplywater to the Pantoja residence,PHS-EHD allowed the Ranch Market private water
supply well to be connected to the Pantoja residence in January 2000. This violation of San Joaquin County Ordinance
Code Section 9-1115.8 was allowed with the understanding that a permanent on-site water supply would be provided in
t a short period of time. After nine months a permanent on-site water supply still has not been provided to the Pantoja
residence so PHS/EHD will now enforce SanJoaquin County Ordinance Code Sections 9-1115.8 and 9-1115.6. You
are hereby directed to disconnect the Ranch Market well from the Pantoja residence by November 15,2000,
and provide an on-site pressurized water supply(bulk supply or a new well)that meets drinking water
standards. You are also directed to have the Pantoja well(DW-2)destroyed under PHS-EHD permit by
ripping the casing full length and grouting it to the surface before December 8,2000.
Please be advised that pursuant to San Joaquin County Ordinance Code Section 9-1115.4 any proposed new
well for the Pantoja residence shall not have water that is injurious to health.
Failure to comply with directives issued by PHS-EHD may result in our requesting formal enforcement action by the
San Joaquin County District Attorneys Office.
You may contact Michael Infuma at(209)468-3454 if you have any questions.
Donna Heran,RENS,Director
Environmental Health Division

Ivfichael I „Senior REH$ ``
J• J Margaret 1_agono,ltH
LOP/Site Mitigation Unit IV Supervisor,Unit IV
c: CVRWQCB-Many Hartzell,Sacramento.
c: SWRCB CUF-Wennilyn Fua,Sacramento.
c: Secor Consulting-Jaff Auchterlonie,3017 Kilgore Rd.,p 100,Rancho Cordova,95670.
c: Mohamed Gubary,22 B'oncetra, N201 DIyCit ,40f115
[vision iin Joagimm Dunt eat -Care Services
