Santa Fe Rd. RO# : 000436
Riverbank, CA.,95367.
On April 26,2000,SanJoaquin CountyPublic Health Services,Environmental Health Division
(PHS-EI-0) issued a directive that required you to submit written alternatives for replacing the
drinking water well impacted by the petroleum release from your former underground storage tanks
(LIST). In addition, a report of the results of the laboratory analyses for bacteria, fertilizers, and
pesticides for the water in the Ranch Market drinking water well was to be submitted by June 1,
2000. This office has not received the written alternatives for the well replacement and the
laboratory results.
Your failure to comply with directives issued by PHS-EHD has placed you in non-compliance status
and subject to withdrawal of your letter of commitment from the State Water Resources Control
Board (SWRCB)-Clean Up Fund (CUF). Additionally, formal action maybe requested byPHS-
EHD bythe San Joaquin County-District Attorney's Office of Environmental Prosecution for your
failure to comply with directives.
In order to return to compliance, you must submit the written alternatives and cost proposals
for the domestic well replacement in the report due by August 21,2000, as directed by Central
Valley Regional Water Quality Control Board (CVRWQB) in correspondence dated July 15,2000.
A sampling event for the Ranch Market well ("DW-1") should be conducted immediately for the
bacteria and other analyses noted in the PIS-EHD correspondence dated April 26,2000. Contact
Michael Infuma immediately to schedule an appointment for this field inspection.
It is the intention of PHS-EHD to ensure that a safe and potable water supply is provided to the
family at 23565 S. Santa Fe Road during this temporary period of Ranch Market's investigation.
Currently, the family at the neighboring site is maintaining their everyday activities with a shared
water supply from the Ranch Market domestic well. Failing to test the water quality and providing a
permanent replacement alternative as directed by PHS-EHD is non-compliant and negligent.
PHS-EHD directs you to contact a California licensed well driller and obtain written
proposals for costs and feasibility to install test holes on the property at 23565 S. Santa Fe
Road and for the replacement and destruction of the well formerly used to supply drinking
water for this family.
A Division of San Joaquin County Health Care Services
