Secor completed video logging <br /> of the Ranch Market domestic well (DW-1) and the neighboring domestic well (DW-2) on 18 May 2000, <br /> and submitted a clarification to the Workplan on 26 May 2000. I approved the Workplan Clarification <br /> on 1 June 2000. To date, the Workplan has not been implemented. <br /> We issued our Water Code Section 13267 directive to you on 8 December 1999,requiring that you <br /> submit the delinquent monitoring well installation and the quarterly monitoring reports for the subject <br /> site. These above reports and workplans were submitted on the dates required; however, you have not <br /> shown a good faith effort to continue this investigation. <br /> MtBE associated with the former underground storage tanks (USTs)has impacted DW-2 downgradient <br /> of this site, and the well was taken out of service in January 2000. DW-1 now supplies water for both <br /> residences. San Joaquin County Environmental Health Division(County)notified you in their letter <br /> dated 26 April 2000 that the DW-2 must be replaced with a permanent water supply. Implementation of <br /> your Workplan will provide needed data to determine where a replacement well can be sited. <br /> I spoke with Mr. Jaff Auchterlonie of Secor on 1 June 2000 and again on 13 June 2000 regarding a start <br /> date for approved Workplan investigation. Mr. Auchterlonie stated that Secor is very busy, and they <br /> have been unable to schedule a start date for the investigation. If Secor is incapable of completing this <br /> investigation and cleanup, you may have to employ another consultant. <br /> By 19 July 2000, you must begin site investigation work described in the Workplan, and submit a report <br /> of findings including a proposed replacement well location by 21 August 2000. All reports are to be <br /> submitted to the County and Regional Board.
