Santa Fe Rd. <br /> Riverbank, CA 95367 <br /> On March 7, 1994, San Joaquin County Public Health Services, Environmental Health Division (PHS- <br /> EHD) notified you in correspondence that soil analyses from the beneath the underground tanks (UGT) <br /> removed on May 20, 1991 indicated that petroleum constituents have been released to the environment <br /> and that further work is required by you in order to verify the extent of the unauthorized release. <br /> Recent site prioritization and closure of other sites by PHS-EHD have allowed this site to enter into an <br /> active site status. As an active site, you will now be required to take steps to secure an environmental <br /> consultant and prepare to collect soil and groundwater samples in order to verify the lateral extent of <br /> contamination under and around the former tank area. <br /> In order to evaluate this site for a possible"no further action" letter, this investigation is needed in order to <br /> verify whether or not the contamination noted during the tank removal is still present. You should consider <br /> contracting with a consultant that can also help you complete a State Water Resources Control Board <br /> (SWRCB) Clean Up Fund application so you may obtain a letter of commitment for this required work. <br /> PHS-EHD will allow you time to obtain the required three bids so that you may submit a workplan for <br /> review. Once the workplan has been approved by PHS-EHD, you may apply for pre-approval by the <br /> SWRCB. After the approval process, you will need to apply fora boring permit from PHS-EHD so that <br /> your consultant can collect the soil and groundwater samples required in order to evaluate your site. <br /> I realize that this may sound overwhelming to you now, but reputable consultants are very aware of this <br /> process and there are published procedures for this investigation available to you. Please contact Michael <br /> Infuma, Senior REHS, at(209)468-3454 if you have any questions or wish to have copies of the <br /> guidelines mailed to you. <br /> Please have your workplan submitted to Mr. Infuma by March 28, 1997.
