The stated goal of providing the groundwater monitoring data was to evaluate site <br /> conditions for consideration of closure of the underground tank case at Ranch Market, <br /> 23569 S. Santa Fe Rd., Riverbank, San Joaquin County (Site). To date, only one of the two <br /> monitoring events (5 May 2013) has been conducted. The second sampling event has not been <br /> scheduled, reportedly due to financial difficulties cited to me by Mohamed and Huda Gubary in <br /> an email dated 18 September 2013. Funding is available to you from the State Water <br /> Resources Control Board (SWRCB) Underground Storage Tank Cleanup Fund (CUF) Claim <br /> #15211 for this fiscal year FY2013/2014. Durhim Saleh-Ali (Jubari) is the individual assigned to <br /> the claim. Mr. Jubari was not present at the meeting at our office on 3 January 2013 and to <br /> date, our letters dated 19 July 2011 and 8 January 2013 have been returned as undeliverable to <br /> two addresses of record, one in San Francisco and another Oakland, and we have been unable <br /> to contact Mr. Jubari by email or phone. As you were made aware during the 3 January 2013 <br /> meeting, the claim may be transferred to another eligible party to complete the necessary work. <br /> The 5 May 2013 data show significant reductions in groundwater concentrations since <br /> September 2008 and November 2008. However, two of the six wells (monitoring well MW-7 and <br /> domestic well DW-3) could not be sampled due to a lack of access to one property to the south <br /> of the Site. Table 1 below shows a comparison of the data collected from monitoring wells on <br /> 19 September 2008 and domestic wells on 6 November 2008, followed by the 5 May 2013 data <br /> for the wells (or NA if not tested) with groundwater concentrations for gasoline constituents <br /> given in micrograms per Liter (ug/L). <br /> KAnL E LDRGLEY SCD, P.E., CHAIR I PAMELA C.
