SECOR <br /> 7nter-national Incorporated <br /> June 19, 2002 G ,l f •r <br /> 2 02 <br /> Mr Craig Machell <br /> San Joaquin Valley Air Pollution Control District <br /> 4230 Kiernan Avenue, Suite 130 <br /> Modesto, California 95356-9321 <br /> Re Application for Authority to Construct Air Permit <br /> Ranch Market <br /> 23569 South Santa Fe Road <br /> Riverbank, California <br /> Dear Mr Mitchell <br /> SECOR International Incorporated(SECOR)is conducting environmental remediation <br /> at the site referenced above This letter requests an Authority to Construct/Permit to <br /> Operate for the subject site (Attachment A) An air discharge permit is being requested <br /> to construct and operate a soil vapor extraction (SVE) and ozone sparge (OS) system to <br /> remediate hydrocarbon impacted soil and groundwater at the site The SVE/OS system <br /> for this site will consist of a Solleco 500 CFM Catalytic Oxidizer, ten SVE wells, <br />. twenty OS wells, and two ozone sparge panels Soil vapors from the SVE wells will <br /> initially be abated using the catalytic oxidizer at a minimum operating temperature of <br /> 600T After soil influent hydrocarbon concentrations from the SVE wells have <br /> significantly decreased, the catalytic oxidizer will be removed and replaced with two <br /> 1,000-pound vapor-phase granular activated carbon (GAC) vessels,expected to occur <br /> between 3 and 6 months from system startup <br /> Please note that this permit application is for two types of vapor abatement equipment <br /> including the catalytic oxidizer and GAC vessels Switching from one system to the <br /> other as influent vapor rates decrease over the lifetime of the project will not affect the <br /> effluent concentrations The proposed system will consist of one emission source, a 13 <br /> foot high stack, and have the flexibility to destroy hydrocarbon vapors with the same <br /> efficiency as influent concentrations decrease Attached are the Permit Application for <br /> an Authority to Construct, Remedial System Design Drawings, Catalytic Oxidizer <br /> specifications, and check number 527592 in the amount of$60 00 for permit fees <br /> If you have any questions or require additional information, please do not hesitate to <br /> call me at(916) 861-0400 <br /> 3017 Kilgore Road, Suite 100, Rancho Cordova, CA 95670 916 861 0400 916 861 0430 Fax www secor com <br />
