CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD
CENTRAL VALLEY REGION
=ORDER NO.
WASTE DISCHARGE REQUIREMENTS
FOR
OWENS-BROCKWAY
OWENS-ILLINOIS GLASS FURNACE FACILITY
SAN JOAQUIN COUNTY
The California Regional Water Quality Control Board, Central Valley Region (hereafter Board),
finds that:
1. Owens-Brockway and Owens-Illinois (hereafter Discharger) submitted a Report of Waste
Discharge, dated 12 January 2000,to treat and dispose of process wastewater generated in a
glass furnace facility and domestic wastewater generated by employees.
2. The property is located on Assessor's Parcel Number 209-240-24, which is owned by
Owens-Brockway, a subsidiary of Owens-Illinois. The facility is located at 14700 W. Shulte
Rd., Tracy, San Joaquin County. Q
3. Waste Discharge Requirements Order No. 80-014, adopted by the Board on 25 January 1980,
prescribes requirements for discharge of effluent from the Owens-Brockway glass furnace
facility to evaporation and percolation ponds on the property. Order No. 80-014 is neither
adequate nor consistent with current plans and policies of the Board.
4. Discharger currently generates approximately 18,000 gallons per day of cullet water
overflow, furnace drain water, cooling tower overflow, reverse osmosis reject water, and
steam cleaning/rinse water(collectively process water)which is discharged to three
evaporation and percolation ponds (process wast;water ponds).
5. The process wastewater ponds are shown in Attachment B,which is attached hereto and
made part of this Order by reference. The total capacity of the process wastewater ponds is
approximately 1.43 million gallons.
6. Stormwater is discharged to five stormwater ponds, with the exception of a small area
(approximately 5 acres) which discharges to the industrial evaporation/percolation ponds.
The locations of the stormwater ponds are presented on Attachment B.
7. Domestic wastewater is discharged to two septic tank and leachfield systems. The locations
of the septic systems are presented on Attachment B. The primary septic system is located
near the process wastewater ponds and has a capacity of 20,000 gallons per day. Leachfields
are manually rotated on a quarterly basis. The second septic system is smaller and serves the
"VII' warehouse." Both systems are pumped out, inspected, and reseeded on a quarterly
basis. A site inspection on 30 November 1999 found that wastewater was surfacing and
ponding within the leachfields at the primary septic system.
