Box 388
Stockton, CA 95201-0388
Dear Ms. Hinsen:
Human Services Soils Investigation Work Plan
This letter is a follow-up to our telephone conversation of yesterday regarding the above subject.
Although I sent you much of the enclosed material by facsimile,I am now enclosing Proposal P-
94-3279-00 from our consultant,Weston Designers/Consultants in its entirety. As you can see,
this proposal was submitted to us in late September 1994.The consultant is awaiting issuance of a
purchase order to begin implementation on this work. I have also enclosed a copy of a purchase
requisition for these services dated October 21, 1994. Unfortunately, our Purchasing Department
has not yet issued a purchase order. I have also enclosed an internal memorandum dated
December 30, 1994,requesting our Purchasing Department to advise us of action on our purchase
requisition. I hope you will accept our efforts to date as a good faith attempt to comply with your
requirements. We will again be contacting the purchasing department requesting them to expedite
this purchase order.
Your recent letter almost suggests that we have failed to provide soils investigation since May 12,
1992.As you know, we have completed a great number of tasks since that time. In addition to the
letters cited in your recent communication, a great number of other communications have been
exchanged; various telephone communications have occurred, and meetings have been con-
ducted. Our first effort now will be to comply with your most recent requirement and assure that
the purchase order is issued. As time permits,I intend to respond to other issues contained in your
January 10, 1995 letter.
Very trul yours,
  Richard G.
