I have been informed that <br /> over the last year some difficulties, principally related to the <br /> laboratory analysis, have been encountered with the contractor <br /> selected to perform the groundwater monitoring. The distribution <br /> of petroleum hydrocarbons in the water is not clearly understood, <br /> partially as a result of laboratory anomalies and of unusual <br /> groundwater gradient determination. Environmental Health staff <br /> informs me that the level of communication with the contractor <br /> has been at times adversarial and that the contractor <br /> recommendations summarizing site activities for Environmental <br /> Health staff concurrence, which are standard in quarterly <br /> reports, are not provided in this contractor' s quarterly reports . <br /> Environmental Health staff requested in correspondence dated <br /> June 12, 1992, that additional investigation of the residual soil <br /> contamination be performed and a work plan be submitted by <br /> November 17, 1992; however, no work plan has been submitted and <br /> the extent of residual soil contamination has not been <br /> determined. The additional studies are necessary to provide <br /> information sothat the scope of mitigation activities that will <br /> be necessary to clean up the site may be determined. <br /> Environmental Health staff has recommended that quarterly <br /> monitoring and sampling of groundwater monitoring wells should <br /> continue, that testing be performed to clarify the groundwater <br /> gradient direction, and that additional soil investigation be <br /> performed to determine the extent of residual soil contamination. <br /> San Joaquin General Hospital • Mental Health Services • Office of Substance Abuse <br /> Public Health Services • Emergency Medical Services <br />
