1•Ihj San Joaquin County Health Care Services
P.O. Box 1020 • Stockton,CA 95201 • (209)468-6600
February 22, 1994
M E M O R A N D U M
m l'
TO: RICHARD CALLISTRO, CAPITAL PROJECTS
JIM LEONARD, GENERAL SERVICES
UL/t s 1—
FROM: MICHAEL N 8MITH, DIRECTOR, HEALTH CARE SERVICES _ *Zz
m
SUBJECT: UNDERGROUND STORAGE TANK SITE: SAN JOAQUIN COUNTY N
HUMAN SERVICES BUILDING yr
I have recently had our Environmental Health staff review
the status of the Human Services site. I have been informed that
over the last year some difficulties, principally related to the
laboratory analysis, have been encountered with the contractor
selected to perform the groundwater monitoring. The distribution
of petroleum hydrocarbons in the water is not clearly understood,
partially as a result of laboratory anomalies and of unusual
groundwater gradient determination. Environmental Health staff
informs me that the level of communication with the contractor
has been at times adversarial and that the contractor
recommendations summarizing site activities for Environmental
Health staff concurrence, which are standard in quarterly
reports, are not provided in this contractor' s quarterly reports .
Environmental Health staff requested in correspondence dated
June 12, 1992, that additional investigation of the residual soil
contamination be performed and a work plan be submitted by
November 17, 1992; however, no work plan has been submitted and
the extent of residual soil contamination has not been
determined. The additional studies are necessary to provide
information sothat the scope of mitigation activities that will
be necessary to clean up the site may be determined.
Environmental Health staff has recommended that quarterly
monitoring and sampling of groundwater monitoring wells should
continue, that testing be performed to clarify the groundwater
gradient direction, and that additional soil investigation be
performed to determine the extent of residual soil contamination.
San Joaquin General Hospital • Mental Health Services • Office of Substance Abuse
Public Health Services • Emergency Medical Services
