Box 2009 <br /> Stockton, CA 95201 <br /> Dear Ms. Cotulla: <br /> San Joaquin County Human Services Agency Project <br /> I am in receipt of your most recent communication, dated June 12, 1992. That communication <br /> contains several comments and requirements, the first of which was a request for documentation <br /> of a destruction permit for monitoring well #1 at the site. By separate correspondence, I have <br /> asked our consultant, Weston Consultants, to provide you with this information. <br /> With regard to additional investigation and monitoring, I am sorry to report that due to the state/ <br /> local government budget crisis, this office lacks the necessary funding to continue with your <br /> requirements at the present time. I respectfully request a moratorium of at least one year to con- <br /> tinue with these efforts. Additionally, with the construction phase of the Human Services project <br /> completed, well monitoring and continued groundwater investigation would be transferred to the <br /> entity responsible for maintenance of the building and site. This is the case with all other under- <br /> ground fuel tanks on County property. In this instance, maintenance of buildings and grounds for <br /> the Human Set-vices Agency is directly within the responsibility of that agency. I have had tele- <br /> phone contact with Mr. Harry Brodie, Director of the Human Services Agency. He reported that <br /> his organization's funding has been severely impacted due to the cut-rent state budget crisis, and <br /> that he too lacks funding at least for the 1992-93 fiscal year to meet any additional requirements <br /> regarding groundwater contamination. <br /> As you may know, the County has expended nearly $400,000 in remediation of underground fuel <br /> tank leakage at this site. A total of nine fuel tanks have been removed and disposed of in accor- <br /> dance with state requirements. So, too, have tons of contaminated soil been removed and properly <br /> disposed of at a certified site.The efforts to date have been substantial, and have made a signifi- <br /> cant impact in improving the environmental quality of our underground resources. I believe this <br /> represents more than a good faith effort on the part of the County, especially in consideration that <br /> these were not County placed fuel tanks as they were acquired from the private sector at a time <br /> when we were unaware of their existence or the ramifications of removal. <br />
