NOTI.,: OF PUBLIC COMMENT PERIOC
on the Draft Removal Action Workplan and Proposed Notice of Exemption for the
Rotor Blades Site
Stockton, California
The California Environmental Protection Agency, Department of Toxic Substances
Control (DTSC) requests public comment on a draft Removal Action Workplan (RAW)
for the Rotor Blades site. The 1.35-acre site is located at 1514 East Scotts Avenue in
Stockton, California. Past operations at the site contaminated soil with heavy metals
(arsenic, lead). These contaminants need to be cleaned up before the site can be
developed. The draft RAW proposes placing asphalt over uncovered surfaces at the
site to reduce or eliminate exposure to the contaminants. In addition, a deed restriction
limiting what the site can be used for in the future will be placed on the property.
Before DTSC can approve a cleanup method, it must meet the requirements of a
California state law known as the California Environmental Quality Action (CEQA).
DTSC has determined that the proposed cleanup will have no potential negative effect
on the environment and therefore qualifies for a categorical exemption (called a Notice
of Exemption) under CEQA.
The public comment period for the draft RAW runs from:
June 2, 2008 through July 2, 2008
All written comments must be postmarked no later than July 2, 2008 and should be sent to
the attention of Mr. Dean Wright, DTSC Project Manager, 8800 Cal Center Drive,
Sacramento, California, 95826-3200. Comments submitted electronically should be sent to
Mr. Wright at dwright@dtsc.ca.gov no later than 5:00 p.m. on July 2, 2008.
The draft RAW, Notice of Exemption and other related documents are available for review
at:
Fair Oaks Branch Library
2300 Main Street
Stockton, California 95205
Department of Toxic Substances Control
8800 Cal Center Drive
Sacramento, California 95826
Site documents are also available at: www.envirostor.dtsc.ca.gov for your review. Once
at the website, type the word "Stockton" in the "city" line item and press 'enter'. You will
be shown several projects. Find the "Rotor Blades, Inc." report and press 'enter'. Move
your cursor to the box reading "Community Involvement" and press `enter'. A list of
documents available for review will be shown on your computer screen. You may select
the documents you are interested in reviewing.
