r
disposed of at a hazardous waste landfill. Any stockpile which
exhibits TPH concentrations less than loon mg/kg will be shipped
* to Forward Inc. in Stockton for land spreading.
in addition, due to the depth of this excavation, the excavated
side walls will be laid back or shored to conform with applicable
OSHA Regulations. Upon completion of the initial excavation, the
sidewalls at a depth of 25' below the surface will be sampled.
Four sidewall samples will be collected and analyzed (within 24
hours; sooner if required) for the same parameters as the stock-
pile composite samples. If the sample's TPH concentration
exceeds the 10 mg/Kg, additional excavation in the direction of
y the remaining "high01 chemical concentrations will be conducted in
10' increments. Sidewall sampling and excavation will continue
until the sidewall TPH concentrations are below the cleanup level
y or are non-detectable. The sidewall sample analytical results
will determine the disposal alternative for the additionally
excavated soils. Should the stepped excavation extend to the
boreholes which exhibited non-detectable hydrocarbon
concentrations, the maximum quantity of excavation would be
approximately 3,500 cubic yards.
Prior to finalizing the excavation, four additional sidewalls
I(r samples will be collected and analyzed for the following:
-A
o Total petroleum hydrocarbons, gasoline - method 5030
o Total petroleum hydrocarbons, diesel - method 5030
o chlorinated hydrocarbons - method 8010
rj o Organo Lead - soluble fraction - DOHS method
o Ethylene dibromide - DOHS method (per AB1803)
Based on the above summary of activities, the excavation project
twill be performed in the following manner:
.4 A. Access
k Arrangements will be made with San Joaquin County for access
to the site for excavation personnel and equipment. Perime-
ter fencing will ensure that unauthorized access to the site
}}, is denied. In addition, the sidewalks along both the
Washington street and Sutter Street sides will be closed
diverting foot traffic across the streets.
I ` B. Excavation Technique
For the initial stage of the excavation, the ekcavated soils
r will be removed by a track hoe and stockpiled on-site on
plastic tarps. These . stockpiles will be covered with
ivK
plastic tarps prior to loading. If additional excavation is
needed, the soils will be loaded directly onto awaiting
i
trucks. .
i "
6 -
