A. A work zone will be designated in the immediate area of the
excavation where full protection equipment as previously
specified will be required.
B. A separate contamination reduction zone will be set up to
provide an area for persoiji.cl to change out of Level B
equipment.
C. All unauthorized personnel. will be prevented from entering
the work zone, or the immediate vicinity, from the time the
excavation is started until the confirmation soil sampling
analysis results are received indicating the objective soil
concentration levels have been achieved.
t
Working zone exposure will be monitored on a routine basis using
3 an HNu photoionizer. The HNu readings are to be maintained on
 s
site.
r: The personnel protection level may be lowered after the initial
excavation if the perimeter sample analysis as well as the HNu
t readings are within acceptable levels.
f:0 In addition to the personnel protection specified, all excavation
personnel will be covered by medical monitoring programs and will
have received the 40 hour OSHA required training for workers
participating in hazardous waste operations.
". 4.2 Public Safety
Public health and safety considerations will be addressed by
., assuring that airborne dust or air emissions do not migrate
beyond the work zone and that no physical hazards are created by
the excavation. While some operation practices directed at the
b public health and safety issues have previously been discussed,
the following is a listing of minimum measures to be taken at the
..a site:
A. Access and Traffic Control
In addition to the working zones being designated as dis-
cussed in Section 4.1A above, additional barricades will be
positioned to keep unauthorized personnel away from the
excavation. This will include blocking of the adjacent
sidewalks on Washington Street and Sutter Street. At night,
or if the excavation must remain open for an unexpected
length of time, the immediate area of the excavation will be
- barricaded with lighted barriers to prevent accidental
I, access by individuals.
12 -
