begun removal of the waste oil tank with the on-site bulldozer. <br /> The Evans crew had perforated the tank with the teeth from the <br /> bulldozer and oil sludge had begun to ooze from the perforations. <br /> The Erickson Inc. crew arrived and the decision was made to stand <br /> the tank on end to halt the leakage. Shortly thereafter, Mr. <br /> William Anderson of San Joaquin County arrived and we discussed <br /> the sludge seepage. It was decided to bring an Erickson Inc. <br /> container truck to transport the waste oil tank. During the <br /> discussion, the sand filled tank (T-7) was removed. A backhoe <br /> was brought on-site by Evans Brothers Inc. to assist in the tank <br /> ! ; removal. While removing T-7, two additional sand filled tanks <br /> were dis4overed. <br /> i . The situation was discussed with Mr. Anderson and he authorized <br /> the removal/disposal of the two newly discovered sand filled <br /> ,w tanks. These tanks were then r--moved and designated T-8 and T-9. <br /> k At 2:30 pm, the local health department official arrived and <br /> supervised the collection of soil samples from beneath tanks T-6, <br /> r" T-7, T--8 and T--9. One soil sample from beneath each tank area <br /> was gathered. The samples were taken one foot beneath the front <br /> (south side) one-third of the tank area. This was approximately <br /> 7 ' below the surface grade. The samples were taken by hand <br /> shoveling a 1' hole and then driving a clean brass tube into the <br /> soils until the tube was full. The tube was then sealed with <br /> aluminum foil and plastic end caps. The sampleswere labeled <br /> accordingly and placed in an ice chest for shipment to the WESTON <br /> Stockton Lab. The samples were labeled for the following analy- <br /> sis: TPH, BTX, EDB, Organolead and Solvents. In addition to <br /> these parameters, the soil sample from beneath T-6 was to be <br /> analyzed for PCB's. <br /> Once the samples were takes:, tanks T-7 and T-9 were loaded onto <br /> an awaiting truck. While these tanks were being loaded, the <br /> matter of the leaked oil sludge was discussed with Mr. Anderson. <br /> The decision reached was that a soil storage bin would be deliv- <br /> ered and the soils would be stored within the bin. Also, a <br /> r sample was taken of the sludge drenched soils in a brass ti;;;e and <br /> was also delivered to the lab. This sample was to be analyzed <br /> for PCB's, Solvents and BTX. Disposal of the sludge soils stored <br /> l ` in the bin would await the results of the analysis of the sludge <br /> soils sample. <br /> Tank T-8 remained on-site until another truck could pick it up <br /> �.. which occurred on May 9, 1988. <br /> After completing the tank removal, the backhoe was then used to <br /> probe the far south east corner. This was done to see if any <br /> additional tanks existed. None were found. <br /> } <br />
