•
Advanced OCT 14 200
GeoEnvironmental, Inco
I 1 October 2004
AGE-NC Project No. 97-0343
Ms. Lori Duncan
SAN JOAQUIN COUNTY ENVIRONMENTAL HEALTH DEPARTMENT
304 East Weber Avenue, Third Floor
Stockton, CA 95202
Subject: Howard Lena,Property/Former Fisco Warehouse
1648 Shaw Road, Stockton, California
Dear Ms. Duncan:
In response to your letter dated 29 September 2004,advanced GeoEnvironmental, Inc. (AGE) has
the following comments for your consideration:
• Results of the July 2003 installation of a groundwater monitoring well was detailed in the
Quarterly Report-Third Quarter 2003,prepared and submitted to your office dated 30 June
2004. If your office has not received a copy of this report, please contact us immediately.
• Additional feasibility testing was recommended by AGE in the Soil Vapor Extraction Pilot
Test Report, dated 16 May 2002. However, it is our understanding that the State Water
Resources Control Board- Underground Storage Tank Cleanup Fund (USTCF) no longer
supports the multiple (field) feasibility testing at sites. Furthermore, based upon the
feasibility pilot test conducted at the site,it appears that soil vapor extraction (SVE)would
be effective in removing contaminants from the vadose zone. Therefore, we no longer
recommend the performance of additional (soil)feasibility studies at the site.
• A Site Conceptual rvlodei(,SCIM)to identify the vertical and lateral extent of contamination
and determine potential contaminant migration pathways should be prepared.AGE proposes
including the SCM in a Problem assessment Report(PAR).
• Based upon results of the SVE pilot test, AGE has recommended the preparation of a
Remedial action Work Plan for the installation and operation of an SVE system at the site
utilizing the existing in-place vapor well network. This recommendation was submitted in
the afore-mentioned Quarterly Report-Third Quarter 2003. We propose preparation of the
RAWP upon completion of the PAR.
AGE is presently preparing an SCM for inclusion with the PAR.We would request your concurrence
with the following schedule and submittal dates for reports preparation:
837 Shaw}toad,Stockton,California 95215
Telephone(209)467-1006 FAX(209) 467-1118
