(AGE) and has the following comments. <br /> You have been under direction from SJC/EHD since February 2005 to submit a work plan <br /> to initiate interim remediation and for the installation of additional groundwater monitoring <br /> wells at this site. The submitted IRAP failed to address the issue of the groundwater <br /> monitoring wells. Due to decreases in the regional groundwater elevation, the shallow <br /> groundwater monitoring wells near the source area of your site have been sampled only <br /> two times since May 2002. Water quality data from this area will be necessary to help in <br /> evaluating the effectiveness of the proposed soil remediation, and to determine if <br /> groundwater remediation will be necessary. Submit a work plan for the installation of <br /> additional shallow groundwater monitoring wells to this agency within 14 days of the date <br /> of this letter or your site may be referred to the California Regional Water Quality Control <br /> Board, Central Valley Region (CVRWQCB)for enforcement action, and notification will be <br /> made to the State Water Resources Control Board Cleanup Fund that this site is out of <br /> compliance with regulatory directives. <br /> The submitted IRAP details the installation of a proposed soil vapor extraction system for <br /> ' <br /> interim remediation of the petroleum hydrocarbon contamination in the source area soil. <br /> Six existing wells will be used in the remediation: three groundwater monitoring wells that <br /> are currently dry, and three vapor extraction wells. The wells will be individually <br /> connected to a manifold system via underground piping; after.the manifold the piping will <br /> connect to a blower, which will direct the extracted vapors through a liquid/vapor separator <br /> and then through three canisters of activated carbon. The concentrations of contaminants <br /> detected in soil vapors during the SVE pilot test indicate activated carbon to be the <br /> appropriate destruction method for this site. <br /> The IRAP discusses procedures for monitoring the remediation system during operation <br /> and for collection of vapor samples for analysis. In addition to the proposed monitoring <br /> points of"upstream of the vacuum blower inlet" and "downstream of the carbon vessels", <br /> vapor samples should be collected from between the carbon vessels, <br />
