Box 2083 <br /> Manteca, CA 95336 <br /> BENEFICIAL USE AND REMEDIAL ACTION REPORT COMMENT AND RESPONSE, SOUTHWEST HIDE <br /> COMPANY, SAN JOAQUIN COUNTY <br /> We have reviewed your letters dated 22 and 29 December 1989 which addressed our <br /> concerns on the Beneficial Use and Remedial Action Report for Southwest Hide <br /> Company. <br /> The Beneficial Use and Remedial Action Report recommended alternative of <br /> downyradient dry farming is not acceptabie for site cleanup. A revised and <br /> updated Remedial Action Plan (RAP) must be prepared. The attached memorandum <br /> and John Tomko' s memo dated 8 November 1989 contain suggestions and requirements <br /> for your preparation of an acceptable RAP. <br /> The areal and vertical extent of pollution at the site have not been determined <br /> as required by your Cleanup and Abatement Order. Your letter dated 22 December <br /> 1989 stated that the vertical extent of the plume can be examined by additional <br /> deeper monitoring wells. A specific plan and time schedule for the design and <br /> location of these monitoring wells must be submitted. Results of the performance <br /> tests to determine transmissivity and vertical continuity of the aquifer, should <br /> be forwarded to this office and included in the revised RAP. <br /> Your letter dated 29 December 1989 requests Continued Operation of the Surface <br /> impoundments until the brine recycling system is operating and shown to be <br /> reliable. A Closure Plan per California Code of Regulations, Title 23, <br /> Chapter 3, Subchapter 15 must be submitted, to show how the facilities will be <br /> closed. The facilities shall be closed by 1 September 1990. <br /> Southwest Hide Company must submit the following: <br /> 1. A time schedule for an updated RAP by 26 March 1990. <br /> 2. A plan and time schedule fnr invactiyation Of the vertical plume migration <br /> and aquifer characterization by 26 March 1990. <br /> 3. A Closure Plan for the surface impoundments by 15 May 1990. <br />
