1.0 INTRODUCTION <br /> Dames & Moore conducted an Environmental Assessment of the Spaulding Equipment <br /> Company facility located at 485 East Roth Road, French Camp, California (subject property) for <br /> The Hertz Corporation (Hertz). This Phase I Environmental Assessment (ESA) was conducted <br /> in general conformance with the methods and procedures described in the American Society for <br /> Testing and Materials (ASTM) "Standard Practice for Environmental Site Assessments: Phase I <br /> Environmental Site Assessment Process" (Standard Designation E 1527-94), published June <br /> 1994. The Phase I Environmental Assessment was conducted in accordance with Dames & <br /> Moore's Proposal dated July 24, 1995 and Hertz's authorization, specific to the subject property, <br /> dated February 27, 1998. The Phase I Environmental Assessment objectives, scope, and <br /> limitations are presented in the following sections. <br /> 1.1 OBJECTIVE <br /> The objective of Dames & Moore's Environmental Assessment was to determine whether, in <br /> addition to other issues, there is a Recognized Environmental Condition on the subject property, <br /> or whether such a Recognized Environmental Condition is likely to occur in the future due to <br /> onsite or nearby activities or problems. Under ASTM E 1527-94, a Recognized Environmental <br /> Condition is defined as: <br /> "The presence or likely presence of any hazardous substances or petroleum <br /> • products on a property under conditions that indicate an existing release, a past <br /> release, or a material threat of a release of any hazardous substances or petroleum <br /> products into structures on the property or into the ground, groundwater or surface <br /> water of the property. The term includes hazardous substances or petroleum <br /> products even under conditions in compliance with laws. The term is not <br /> intended to include de minimis conditions that generally do not present a material <br /> risk of harm to public health or the environment and that generally would not be <br /> the subject of an enforcement action if brought to the attention of appropriate <br /> governmental agencies." <br /> 1.2 SCOPE OF WORK <br /> Dames & Moore's Scope of Work for the Environmental Assessment consisted of a <br /> reconnaissance of the subject property and nearby area, a review of historical information on <br /> activities at the subject property, review of readily available regulatory information concerning <br /> the subject property and other nearby properties of environmental concern, and preparation of a <br /> report detailing D� es -l�f�'s results and conclusions.
